On May 23, the unveiling ceremony of Dongguan Yizhi Chemicals Management Association was held in Zhongtian Building of Guancheng District. The National Anti-Drug Committee and the relevant leaders of the Provincial Anti-Drug Committee, the main leaders of the Municipal Anti-drug Office, the relevant leaders of the Municipal Public Security Bureau and Guangdong Hongchuan Wu Zhiguang, Vice President of Group Co., Ltd., General Manager of Dongguan Hongchuan Chemical Supply Chain Co., Ltd. and Dongguan Yizhi Chemicals Management Association, attended the unveiling ceremony.

       The establishment of Dongguan Yizhi Chemicals Management Association is an important measure for Dongguan to implement the important decision-making arrangements of the National Narcotics Control Committee and the Provincial Anti-drug Commission and promote the implementation of the regulation of precursor chemicals in the province from 2018 to 2020. The control of precursor chemicals is an innovative attempt at the forefront of the province and the country. In order to standardize the industry order, enhance the self-discipline of the industry, supervise and promote the law-abiding operation of all units in the industry, and strengthen the communication between industry units and government functional departments, Dongguan City has adopted the management association as a platform to introduce the hierarchical management of Dongguan's precursor chemicals manufacturing enterprises. The Measures stipulates the hierarchical management of precursor chemicals enterprises, and divides enterprises into categories A, B, and C, and focuses on four categories, with rewards and penalties.

       In mid-October of 2018, Dongguan City set about building a precursor chemicals management association, selected more than ten outstanding enterprises in Dongguan, and called on representatives to participate in the preparatory work of the management association. After a series of discussions, in January 2019, 13 sponsors represented by Dongguan Hongchuan Chemical Supply Chain Co., Ltd. solemnly proposed to Dongguan Municipal Social Organization Administration to establish Dongguan Yizhi Chemicals Management Association and submit it. The Dongguan Municipal Public Security Bureau and the Dongguan Municipal Emergency Management Bureau were requested as the competent units of the Dongguan Yizhi Chemicals Management Association. The Dongguan Municipal Social Organization Administration approved the agreement on January 18, 2019. Subsequently, the Association included 40 companies as the first member units. According to reports, after the establishment of the association, it strived to develop to more than 1,000 member companies by the end of the year.

       On March 6, 2019, the preparatory group of the Association successfully held the preparatory meeting of Dongguan Yizhi Chemicals Management Association. The preparatory work was successfully completed. Dongguan Hongchuan Chemical Supply Chain Co., Ltd. was elected as the president unit and Wu Zhiguang was elected as the president. After the meeting, the preparatory group of the association submitted the relevant materials of the conference to the Civil Affairs Bureau for review, and was approved by the Civil Affairs Bureau on April 8.

       In the next step, the management association will focus on the management of Dongguan's precursor chemicals manufacturing enterprises, the development of a hierarchical management platform for Dongguan's precursor chemicals manufacturing enterprises, and the establishment of relevant working mechanisms, through the issuance of quarterly publications, the establishment of public accounts, Implementing reporting rewards, regular training, setting up expert pools, hiring professional legal counsel, establishing anti-drug publicity and education bases, etc., expanding the influence of the association, improving the level of industry supervision, smoothing the communication links between government and enterprises, and providing the city's precursor chemicals enterprises with Healthy, long-term, high-quality development environment.
